About this opportunity
Dane County, Wisconsin is soliciting proposals for its Community Development Block Grant (CDBG) Public Services program, seeking organizations to operate programs benefiting low-and-moderate income residents within the Dane County Urban County Consortium. The procurement focuses on public service projects with primary emphasis on homeless prevention, emergency assistance, case management, transportation, and job training assistance. Proposals must be submitted by June 30, 2023 at 2:00 pm, with the contract expected to begin in the first quarter of 2024. Evaluation criteria will include assessment of need and justification, project approach, organizational experience and qualifications, financial information, past performance, and existing partnerships. Proposers must complete the entire Vendor Questionnaire/CDBG application and sign the Signature Power Form, with failure to do so potentially rendering the application ineligible for funding and scoring.
Eligible applicants are restricted to non-profit agencies with 501(c)(3) designation, units of local government, and related agencies such as school districts, libraries, and park districts. The funding allocation allows Dane County to distribute approximately $150,000 annually, with a maximum request of $50,000 per project and the ability to fund multiple agencies. The county reserves the right to reject any proposals and negotiate contract terms with selected proposers. The broader goals of this funding include providing decent housing, creating a suitable living environment, and expanding economic opportunities for low-and-moderate income persons. Proposals will be comprehensively reviewed to ensure alignment with HUD-funded CDBG program standards, with particular attention to the potential community impact and organizational capacity to successfully implement proposed services.
