About this opportunity

Dane County is soliciting applications from municipalities within the Dane County Urban County Consortium for public infrastructure and improvement projects through the Community Development Block Grant (CDBG) program. The procurement seeks eligible infrastructure projects such as neighborhood facilities, parks, playgrounds, street improvements, drainage systems, water and sewer systems, and accessibility improvements to public facilities. Proposals are due on June 30, 2023, at 2:00 pm and must be submitted electronically through the county's eProcurement Portal. Applicants will be evaluated based on six key review criteria: National Objective-Need and Justification (30 points), Project Approach (30 points), Experience and Qualifications (15 points), Financial Information (15 points), Past Performance (5 points), and Partnerships (5 points), with a total possible score of 100 points. Projects must meet specific national objectives, such as benefiting low- and moderate-income persons, and must be shovel-ready, cost-effective, and targeted to areas of greatest need. The contract term will run from the date of execution until project completion, with work expected to begin in 2024.

Only units of local government within the Dane County Urban County Consortium, excluding the City of Madison, are eligible to apply for this opportunity. Local vendors may receive additional evaluation points, with businesses located in Dane County automatically receiving five points and those in adjacent counties receiving two points toward the evaluation score. The estimated available funding is approximately $1,000,000 for CDBG categories, specifically for Public Infrastructure projects. Funding is contingent upon Dane County receiving Community Development Block Grant and/or HOME Investment Partnership program funds from the U.S. Department of Housing and Urban Development (HUD). Applicants must complete the Vendor Questionnaire/CDBG application in its entirety and sign the Signature Power Form, with failure to do so potentially resulting in application ineligibility. The program emphasizes supporting viable urban communities by providing improvements that expand economic opportunities for low and moderate-income persons. Contractors must also adhere to Davis-Bacon wage regulations and other labor standards requirements outlined in the provided documentation.
