About this opportunity

Dane County, Wisconsin is soliciting applications for the Community Development Block Grant (CDBG) Public Facilities program through RFP #2024-CDBG-037-PR. The procurement seeks organizations to undertake construction or rehabilitation of public facilities located within the Dane County Urban County Consortium municipalities. Eligible facilities include neighborhood facilities, public schools, firehouses, libraries, shelters, and facilities serving special needs populations. Proposals will be evaluated across multiple criteria, including meeting national objectives, project approach, organizational experience, financial information, partnerships, and project readiness. The vendor conference is scheduled for April 25, 2024, with electronic proposal submissions due by May 31, 2024, at 2:00 pm through the county's eProcurement Portal. Applicants will be scored through a comprehensive evaluation process that may include oral presentations and final offer submissions, with the ultimate contract award going to the highest-scoring proposal. The project is expected to commence in 2025, with proposals focusing on facilities that benefit low- and moderate-income areas or specific clientele groups.

Eligible applicants are limited to public or private non-profit agencies, with a particular emphasis on public facilities owned by nonprofits and open to the general public. The procurement does not specify explicit set-aside designations for disadvantaged enterprises, though the focus appears to prioritize organizations serving community needs. The CDBG funding availability is estimated at up to $1,000,000 for the Public Facilities category, providing substantial resources for qualifying projects. Proposals must include a completed Vendor Questionnaire/RFP application and a signed Signature Power Form, with incomplete submissions risking ineligibility and potential scoring penalties. Organizations must demonstrate their ability to meet national objectives, showcase project feasibility, and provide comprehensive financial and operational details to be considered for funding. The procurement aims to support critical community infrastructure improvements through a competitive and thorough selection process.
