About this opportunity
Dane County is soliciting applications for the Community Development Block Grant (CDBG) Public Facilities program, seeking organizations to construct or rehabilitate public facilities within the Dane County Urban County Consortium municipalities. The procurement targets infrastructure improvements including senior centers, youth centers, parks, recreational facilities, shelters, group homes, and other eligible public facilities. Applicants must submit comprehensive proposals electronically through the county's eProcurement Portal by June 30, 2023, at 2:00 pm, with projects expected to be "shovel-ready" and commence in 2024. The evaluation criteria will assess applications across six key areas: National Objective-Need and Justification (30 points), Project Approach (30 points), Experience and Qualifications (15 points), Financial Information (15 points), Past Performance (5 points), and Partnerships (5 points), totaling 100 possible points. Proposals will be evaluated based on alignment with the 2020-2024 Consolidated Plan, geographic accessibility for low-and-moderate income persons, detailed project implementation plans, organizational capacity, and financial stability.
Eligible applicants include public and private non-profit agencies, with specific restrictions focusing on projects that primarily benefit low- and moderate-income persons in participating municipalities (excluding the City of Madison). The program requires projects to meet one of four national objectives: area benefit activities, limited clientele activities, housing activities, or spot blight elimination. Total estimated funding availability is up to $1,000,000 for the 2024 fiscal year, with additional points awarded to projects located in census tracts where at least 47.8% of the population is considered low-and-moderate income. Proposers must demonstrate project feasibility through comprehensive documentation, including architectural plans, beneficiary information, and financial details. The funding will be provided as grants to cover project costs not addressed by other funding sources, with a strong emphasis on promoting community development, accessibility, and infrastructure improvements that support vulnerable populations.
Opportunity text
Dane County is soliciting applications from organizations for the construction or rehabilitation of public facilities projects located in the participating municipalities of the Dane County Urban County Consortium (see Appendix A). Funding is expected to be available under the HUD-funded Community Development Block Grant (CDBG) program.
Dane County requires that all applicants complete the Vendor Questionnaire/CDBG application in it's entirety, and sign the Signature Power Form at the end of the Questionnaire. Failure to do so may result in the application to become ineligible for funding and may not be scored.
