About this opportunity
Dane County, Wisconsin is issuing a Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) Program solicitation for new rental construction projects targeting affordable housing development. The procurement seeks proposals from qualified developers to create rental housing for low-and-moderate income residents within the Dane County Urban County Consortium, which comprises 55 participating municipalities. Eligible projects must focus on developing new rental units that meet specific property standards, including compliance with state and local codes, energy efficiency requirements, and accessibility guidelines. The evaluation criteria for proposals will be comprehensive, with a 100-point scoring system assessing six key areas: National Objective-Need and Justification (30 points), Project Approach (30 points), Experience and Qualifications (15 points), Financial Information (15 points), Past Performance (5 points), and Partnerships (5 points). Key proposal deadlines include a deadline for questions on June 16, 2023, and final proposal submissions due on June 30, 2023, at 2:00 pm through the county's eProcurement Portal. Proposals must demonstrate project economic viability, and applicants must be U.S. citizens or legally admitted residents who are current on taxes and mortgage payments.
Eligible applicants are restricted to organizations capable of developing rental properties within the Dane County Urban County Consortium municipalities, with projects subject to a mandatory 20-year affordability period and strict tenant income eligibility requirements. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the program emphasizes serving low-and-moderate income populations across participating communities. The estimated potential funding pool for the 2024 fiscal year is up to $600,000, specifically allocated for the New Rental Construction category. Eligible expenses include land acquisition, construction materials and labor, architectural and engineering services, and related soft costs. HOME-assisted rental units will be required to adhere to initial and ongoing rent restrictions, ensuring continued affordability for target populations. Successful projects must pass environmental reviews and comply with all programmatic guidelines outlined in the Request for Proposal documentation. Applicants are required to complete a comprehensive Vendor Questionnaire/CDBG application and sign a Signature Power Form, with potential disqualification for incomplete submissions.
