About this opportunity
Dane County is soliciting applications from organizations to operate a minor home repair program in 2024 through the Community Development Block Grant (CDBG) program, targeting low-and-moderate income residents of single-family owner-occupied housing within the Dane County Urban County Consortium. The program aims to provide housing rehabilitation assistance with a maximum annual grant of $5,000 per household and a lifetime limit of $12,000. Eligible repair work includes roof replacement, foundation repair, plumbing upgrades, accessibility modifications, and energy efficiency improvements. The proposal due date is June 30, 2023, with potential contract awards anticipated in the fourth quarter of 2023 and project implementation expected to begin in the first quarter of 2024. Evaluation criteria will assess proposals based on national objective-need justification (30 points), project approach (30 points), organizational experience and qualifications (15 points), financial information (15 points), past performance (5 points), and partnerships (5 points).
The procurement is open to organizations located in or providing services to Dane County Urban County Consortium member communities, which includes 55 municipalities spanning towns, villages, and cities. While no specific set-aside designations are mentioned, the program prioritizes organizations that can effectively target areas with high low-and-moderate income populations. The estimated CDBG funding available for 2024 is up to $1,000,000, with this minor home repair program receiving a portion of those funds. Organizations must complete a comprehensive Vendor Questionnaire/CDBG application and sign the Signature Power Form, with failure to do so potentially resulting in application ineligibility. The program requires thorough documentation of household income eligibility, property standards, and comprehensive inspection processes, emphasizing the need for detailed and precise proposal submissions from qualified applicants.
