About this opportunity
Dane County, Wisconsin is soliciting applications from organizations to operate a major home rehabilitation program in 2023 through a Community Development Block Grant (CDBG) procurement opportunity. The program targets low-and-moderate income residents of single-family owner-occupied housing within the Dane County Urban County Consortium municipalities. The primary objective is to provide rehabilitation loans ranging from $3,000 to $24,999 for critical home improvements, including exterior rehabilitation, code-related interior repairs, foundation work, roof replacement, and energy efficiency upgrades. Applicants will be evaluated based on six key criteria: National Objective-Need and Justification (30 points), Project Approach (30 points), Experience and Qualifications (15 points), Financial Information (15 points), Past Performance (5 points), and Partnerships (5 points). The solicitation was released on May 1, 2023, with a deadline for questions on June 16, 2023, and a proposal submission deadline of June 30, 2023, at 2:00 pm. The county anticipates awarding the contract in the fourth quarter of 2023, with a potential contract start date in the first quarter of 2024.
The procurement is open to organizations that can demonstrate the ability to serve residents of Dane County consortium municipalities, which includes 55 participating municipalities as listed in Appendix A. While no specific set-aside designations are mentioned, applicants must meet HUD income requirements and focus on low-and-moderate income households. The program has potential funding of up to $1,000,000 in CDBG funds and $600,000 in HOME funds, with the county reserving the right to use either funding source. Eligible borrowers must own and occupy the property, meet low-and-moderate income household guidelines, and maintain good financial standing. The loans are structured as 0% interest deferred payment loans, becoming due and payable under specific conditions such as property transfer or vacating the property. Applicants are required to complete a comprehensive Vendor Questionnaire/CDBG application and sign the Signature Power Form, with failure to do so potentially resulting in application ineligibility. The program aligns with Dane County's 2020-2024 Consolidated Plan priorities of promoting housing affordability, energy efficiency, and accessibility for low-and-moderate income and disabled households.
