This procurement is funded through Community Development Block Grant (CDBG) federal funds and requires state-certified inspectors and risk assessors to conduct comprehensive lead-based paint testing in strict accordance with Texas Department of Health regulations and all applicable federal and state requirements. The scope of work includes exterior XRF testing on all painted surfaces of the house and storage structures, interior dust wipe sampling from floors and window sills in each room, bare soil sampling from around the property perimeter and play areas, creation of detailed drawings with room measurements and sample location diagrams, and delivery of a complete written report with laboratory results and performance characteristic sheets. The contractor must be fully insured with general liability, professional liability, and workers' compensation coverage, naming the City of Lubbock as an additional insured on a primary and non-contributory basis. Sealed bids are due by 4:00 PM CST on April 6, 2026, with bid opening scheduled for 8:30 AM CST on April 7, 2026, and all work must be completed with the final report delivered within four weeks from the date of the Notice to Proceed. Bids must be submitted on a lump-sum basis using the detailed bid submission form, and the contract is subject to compliance with 24 CFR 570, 24 CFR 35, and 40 CFR 745 lead-based paint regulations.
Historically Underutilized Businesses (HUBs) are afforded equal consideration in the evaluation process. All contractors must be checked against HUD's debarred list and are required to provide suspension and debarment certification, comply with non-collusion affidavits, and meet conflict of interest disclosure requirements. No incumbent vendors or current contractors are identified in the procurement documents. The City reserves the right to reject any and all bids and may make multiple awards if determined to be in the City's best interest.
