About this opportunity

The City of Lubbock Community Development Department is conducting an Invitation to Bid (ITB) procurement for Lead Based Paint Inspection and Risk Assessment services at a single-family residential property located at 1801 E 28th Street, Lubbock, Texas. This project is funded through Community Development Block Grant (CDBG) programs and is subject to compliance with 24 CFR 570, 24 CFR 35, and 40 CFR 745 requirements, as well as Texas Department of Health-Texas Environmental Lead Regulation protocols. The scope of work requires state-certified firms, inspectors, and risk assessors to perform comprehensive services including exterior and interior X-ray fluorescence (XRF) testing of all painted surfaces, dust wipe sampling from floors and window sills in each room using a NLLAP-accredited laboratory, soil sampling from bare soil areas and play zones, detailed drawings with measurements, and a complete written report with performance characteristic sheets and a signed Notice of Evaluation form from the homeowner. Sealed bids must be submitted by February 9, 2026 at 4:00 PM CST, with bid opening scheduled for February 10, 2026 at 8:30 AM CST, and the inspection and risk assessment report must be completed and returned within four weeks from the date of Notice to Proceed. Bidders must submit lump sum pricing excluding federal excise, state sales, and transportation taxes, and must provide documentation including a Conflict of Interest Questionnaire, Non-Collusion Affidavit, Suspension and Debarment Certification, and Vendor Acknowledgement. Contractors must provide a valid Insurance Certificate within ten business days of award notification, naming the City of Lubbock as an additional insured with primary and non-contributory coverage. Questions should be directed to Greg Daniel, Construction Inspection Specialist, at (806) 775-2291 or gregdaniel@mylubbock.us.

Historically Underutilized Businesses (HUBs) are afforded equal consideration without discrimination in this procurement. All bidders will be screened against HUD's federally debarred list, and compliance with all applicable Texas Government Code sections regarding boycotts of Israel, energy companies, and firearm entities is required for companies with ten or more full-time employees on contracts valued at $100,000 or more. The City reserves the right to reject any and all bids, award the contract to multiple vendors if deemed in the City's best interest, and waive immaterial formalities. No incumbent vendors or specific budget ranges are identified in the procurement documents provided. This opportunity does not appear to involve integration with existing infrastructure or technology platforms.
