About this opportunity
Escambia County, Florida is requesting bids on selective demolition and site preparation for Phase 1 of the CDBG-DR New Century Community Shelter Project (HS020), with bids due October 20, 2026 at 1:00 p.m. and a mandatory pre-bid meeting on September 28, 2026 at 3:30 p.m. at 720 E Hecker Road, Century, Florida. This is a federally funded HUD CDBG-DR project subject to suspension-and-debarment verification, domestic-preference requirements for U.S.-produced materials, MBE/WBE affirmative-action steps, and Section 3 compliance.
The scope includes demolition of designated building components connected to the central gymnasium — the gymnasium floor, locker rooms, interior partitions, and above-ground and below-ground mechanical, electrical, and plumbing systems — reducing the existing structure to its structural shell while retaining the structural steel framework, designated roof framing, and existing concrete masonry unit walls required for remaining structural members. Site clearing, grubbing, and removal of all improvements within construction limits are included. Substantial completion is required within 30 consecutive calendar days from Notice to Proceed, with final completion within an additional 30 days, totaling 60 days maximum. Liquidated damages are $1,609.00 per calendar day for delays.
The pricing structure is lump sum only; bidders complete an electronic pricing table and submit a detailed Schedule of Values within three business days after bid opening, subject to Florida Department of Commerce and HUD approval before contract award. A 5% bid bond, cashier's check, or certified check payable to Escambia County is required. Performance and payment bonds covering 100% of the contract value, general liability insurance of $1 million per occurrence and $2 million aggregate, workers' compensation coverage, and pollution liability insurance are mandatory. The project requires compliance with prevailing wage determinations, OSHA safety regulations, and endangered species protection measures for Eastern Indigo Snakes and Tricolored Bats. Questions are due October 13, 2026 at 12:00 p.m. Award is made on an all-or-none basis to the lowest responsive and responsible bidder. Phase II construction will be procured separately following Phase I completion.
