About this opportunity

The City of Detroit Office of Contracting and Procurement on behalf of the Housing and Revitalization Department and Detroit Water and Sewerage Department is requesting quotes from qualified plumbers for inspection, rehabilitation, and replacement of alley sewers throughout Detroit on an as-needed basis under RFQ 546919, with quotes due July 21, 2026 at 3:00 PM EST and questions due July 1, 2026 at 2:00 PM EST through the Bonfire Supplier Portal.

Prevailing wage applies to all workers; the project is CDBG-DR funded with no local match required. Executive Order 2016-2 compliance mandates that 50 percent of worker hours be performed by Detroit residents, 25 percent by minorities, and 5 percent by women. The scope encompasses CCTV video inspection of public sewers, open-cut excavation and sewer lateral replacement (anticipated approximately 360 locations at depths up to 25 feet, averaging 12–15 feet), external point repairs to public sewers, and surface restoration including pavement and landscaping. Work is assigned on a task-order basis with individual sub-task completions required within three calendar days of excavation start and restoration completion within 30 calendar days; overall milestone is 730 calendar days. The project includes mandatory archaeological inspection protocols with an Archaeological Compliance Specialist and designated field archaeologists monitoring ground-disturbing activities; contractors must halt work within specified radii upon discovery of archaeological materials or human remains and coordinate with the Michigan State Historic Preservation Office and Consulting Tribes.

The initial contract term is three years subject to renewal only after Detroit City Council approval. Award will be made to one or multiple contractors on a low-bid basis. Contractors must demonstrate three years of similar work experience, an Experience Modification Rate of 1.00 or below for the prior three years, Michigan authorization to operate, and bondability; designated safety, project management, and quality control staff must hold specified certifications. Required bonds are 100 percent payment, performance, and warranty bonds with sureties maintaining A.M. Best ratings of A-VII or better. Insurance requirements include $5 million combined single-limit automobile liability, $5 million/$10 million commercial general liability, $500,000 employers' liability, $5 million umbrella, and $5 million pollution liability. Payment terms are NET 30 days; progress payments are 90 percent of completed work value with retainage held in interest-bearing accounts per Michigan statute; upon substantial completion, payments increase to 100 percent less estimated punch-list work value. Liquidated damages are $500 per day for delays beyond substantial completion and $1,000 per day for final completion delays. A pre-bid meeting is available via Microsoft Teams.
