About this opportunity

Dane County, Wisconsin is soliciting applications for the Community Development Block Grant Coronavirus (CDBG-CV) Public Services program, seeking organizations to operate programs benefiting low-and-moderate income residents within the Dane County Urban County Consortium. The procurement aims to support projects focusing on homeless prevention, emergency assistance, case management, transportation, and job training assistance, with a strict requirement that funds must directly prevent, prepare for, or respond to the COVID-19 pandemic. Proposals will be evaluated using a 100-point scoring system across six key areas: National Objective-Need and Justification (30 points), Project Approach (30 points), Experience and Qualifications (15 points), Financial Information (15 points), Past Performance (5 points), and Partnerships (5 points). The RFP was released on May 1, 2023, with questions due by June 16, 2023, and proposal submissions required by June 30, 2023, at 2:00 pm. Proposals must be submitted electronically through the county's eProcurement Portal, with potential oral presentations and site visits for top-ranked proposers anticipated in the last two weeks of August 2023.

Eligible applicants are limited to non-profit agencies with 501(c)(3) designation, units of local government, and related agencies such as school districts, libraries, and park districts. The program specifically targets organizations capable of serving residents outside the City of Madison but within the Dane County Urban County Consortium, which comprises 55 municipalities. Approximately $200,000 in funding is available, with grants able to cover up to 100% of eligible project costs. Funds can support activities including case management, rental assistance, housing costs, child care assistance, food access, and transportation assistance. Critically, projects must demonstrate a direct increase in service demand or a new service need resulting from the COVID-19 pandemic, with a minimum of 51% of persons served being low and moderate-income. The HUD-funded program has waived the typical 15% Public Service cap to support COVID-19 related services, providing an expanded opportunity for qualified organizations to address pandemic-related community needs.
