About this opportunity

The New York State Office for People With Developmental Disabilities (OPWDD) Capital District Developmental Disabilities Services Office is requesting quotes for sidewalk replacement at 4 Greenwood Drive Extension in East Greenbush, with quotes due October 14, 2026 at 2:30 p.m., and mandatory site visit attendance on September 30, 2026 at 10:00 a.m. This is a New York State Public Works project subject to prevailing wage requirements under Article 8 of the New York Labor Law, and all contractors and subcontractors must be registered with the New York State Department of Labor prior to submission — registration certificate is mandatory documentation and failure to provide it results in disqualification.

The scope encompasses removal and disposal of the existing sidewalk, installation of a new sidewalk per specifications, and lawn repair, covering approximately 414 square feet. Work must be completed within 60 days of purchase order award during hours 8:00 a.m. to 4:00 p.m., Monday through Friday. All quotes must be submitted on the official RFQ form via email to Brooklyn.CMM.Bids@opwdd.ny.gov and must include itemized materials and labor cost breakdowns covering all materials, labor, disposal fees, and site cleanup costs.

Prevailing wage rates apply per PRC 2026027041, effective July 1, 2026 through June 30, 2027, with supplemental benefits ranging from approximately $6.18 to $38.98 per hour depending on trade classification. Contractors must submit certified payroll records to the New York State Department of Labor within 30 days of issuance and every 30 days thereafter, and maintain payroll records for a minimum of six years. Upon award, the selected vendor must submit certificates of liability, automotive, worker's compensation, and disability insurance, and a completed lobbying law form.

Questions are due October 2, 2026 at 2:30 p.m. The Capital District DDSO intends to award the contract to the most responsible and responsive vendor offering best value while meeting all scope requirements.
