About this opportunity
Caroline County School Board is soliciting proposals for indoor air quality inspection, evaluation, and reporting services across all CCPS facilities on an as-needed basis under RFP 27-001, with proposals due June 29, 2026 at 2:00 p.m. The procurement is governed by Virginia Code 22.1-141.5 (HB2618 and SB1413) and requires all bidding firms to be licensed to do business in the Commonwealth of Virginia.
The scope covers ten facilities with a combined 640,000 square feet — five schools, one academy, central office, annex, transportation facility, and maintenance office detailed in Attachment D. Contractors must provide detailed proposals addressing inspection approach and methodology (25% weight), company background and qualifications (20% weight), key personnel qualifications and experience (30% weight), proposed fees and cost of services (20% weight), and quality of reporting deliverables (5% weight). All costs must include personnel, equipment, supplies, software, materials, transportation, travel, uniforms, office space, and utilities; offerors must provide detailed price breakdowns for individual facilities and the combined scope.
The contract term is one year from execution with four optional one-year renewal periods. CCPS anticipates awarding to one or more providers, maintaining ranking order across multiple awards with the top-ranked firm receiving first choice of projects unless circumstances warrant otherwise. Contractors must maintain commercial general liability ($1 million), automobile liability ($1 million), workers' compensation at Virginia statutory limits, employers' liability ($100,000), umbrella/excess liability ($5 million), and professional liability/errors and omissions ($1 million minimum per claim/aggregate). Professional engineers providing cloud-based IT services must also carry cyber liability coverage ($1 million per occurrence).
Questions are due June 3, 2026 at 10:00 a.m. to Melissa Jenkins, Finance and Procurement Officer (mejenkins@ccps.us). Evaluation completion is anticipated July 15, 2026 with notice of award July 21, 2026. No contract value, incumbent, or set-aside program is specified. The School Board is tax-exempt, will not pay finance or interest charges, and reserves the right to terminate or renegotiate compensation based on fiscal considerations.
