About this opportunity

The Michigan Department of Technology, Management & Budget is requesting bids for printing and binding 2,500 copies of the CCL-PUB-8 MiLeap Child Care Center Licensing Rules Book, with proposals due July 31, 2026. Only prequalified vendors registered with the State of Michigan's Print & Mail Management (PMM) program are eligible; pre-qualification takes approximately one week.

The scope requires production of a 96-page book plus cover, finished size 8.5 by 11 inches in portrait orientation, with black ink printed on both sides, a 65-pound Planetary Purple cover, and 50-pound white offset text stock. Bindery services include trim, fold, and saddle stitch operations. Vendors must supply a new electronic PDF file in source software format with all revisions, fonts, and images, provide a proof for approval, and submit a detailed quote letter; bids lacking a detailed quote letter will be disqualified. All completed books are to be delivered to the DTMB Printing, Mail & Copying department at 7461 Crowner Drive, Lansing, Michigan 48913 on an F.O.B. destination, prepaid basis. The General Services Building dock operates Monday through Friday from 8:00 a.m. to 3:30 p.m., excluding standard holidays.

The Department awards contracts based on best price and value to the state rather than solely on lowest bid and reserves the right to reject bids from vendors with past quality concerns or those unable to meet specified requirements. All electronic materials become property of the State of Michigan upon delivery. Invoices should be submitted via email to DTMB-PrintingServices@michigan.gov and entered into the VSS system. Interested vendors should contact Andrew Hale at 517-636-0092 or halea3@michigan.gov for pre-qualification inquiries.
