About this opportunity

The California Conservation Corps (CCC) has issued an Invitation for Bid (IFB) for Hybrid Counseling Services at the Ukiah Center, located in Mendocino County, California. The procurement seeks a licensed clinical professional to provide individual and group counseling services for Corpsmembers aged 18-25 years old. The contract will run from November 19, 2024 through June 30, 2025, with bids due on November 25, 2024 at 2:00 PM and an anticipated contract award date of December 6, 2024. Qualified bidders must be licensed clinical social workers, psychologists, marriage and family therapists, or psychiatrists, with an option to utilize registered Marriage and Family Therapist Interns, provided the primary contractor performs at least 30% of services. The primary objectives include supporting Corpsmembers' personal development through comprehensive counseling services, which are part of a broader program focusing on work ethic, career development, conservation awareness, and community activism. Evaluation criteria appear to be primarily based on the lowest hourly rate for regular counseling services, with bidders required to submit pricing for both regular and emergency counseling rates.

The CCC demonstrates a commitment to supporting small and diverse businesses, with specific set-aside opportunities for California Certified Small Businesses and Disabled Veteran Business Enterprises (DVBE). Contractors must comply with prevailing wage requirements, provide appropriate insurance, and meet various state contracting terms and conditions, including certifications related to civil rights laws, non-collusion, and the Darfur Contracting Act. The estimated contract value is $12,000, with monthly payments made in arrears upon invoice submission. The procurement documents indicate a comprehensive approach to vendor selection, requiring multiple attachments including a bid submission checklist, bidder declaration, payee data record, contractor certification clauses, and non-collusion affidavit. No incumbent vendor is mentioned in the available documentation, suggesting this may be a new service contract or a rebid of a previous solicitation. Potential bidders must carefully review all attached documents and ensure full compliance with the specified requirements to be considered for the contract.
