About this opportunity
The California Conservation Corps (CCC) is seeking an on-site counseling services contractor for the Placer Center located in Auburn, California, through an Invitation for Bid (IFB #34350) released on February 18, 2025. The procurement targets a licensed mental health professional (Clinical Social Worker, licensed psychologist, marriage and family therapist, or clinical psychiatrist) to provide counseling services for Corpsmembers aged 18-25. Specific service requirements include 4-6 weekly hours of professional services, with a service breakdown of 75% individual counseling, 15% group counseling, 5% staff consultation, and 5% reporting. The contractor will be responsible for crisis intervention, case management, education, and linking Corpsmembers with community resources, with an emphasis on short-term counseling and progress monitoring. Deliverables include monthly program data reporting using CCC Counseling Program Individual and Group Contact Reports. The bid submission deadline is February 27, 2025, at 2:00 PM, with bids to be submitted via email to armando.avila@ccc.ca.gov, and the contract term running from approval through June 30, 2025.
The CCC demonstrates a commitment to supporting small and diverse businesses, with specific provisions for California Certified Small Businesses and Disabled Veteran Business Enterprises (DVBE). Bidders may utilize a Marriage and Family Therapist Intern for up to 70% of services at 75% of the contractor's hourly rate. The contract includes specific requirements for insurance coverage, including general liability, commercial auto, and workers' compensation. Bidders must comply with various state regulations, including drug-free workplace requirements, labor code provisions, nondiscrimination policies, and environmental protection standards. The contract has a total estimated value of $20,000, with award based on the lowest regular counseling rate per hour for both standard and emergency counseling services. Additional compliance requirements include the Darfur Contracting Act Certification, California Civil Rights Laws Attachment, and submission of various administrative documents such as the Payee Data Record and Contractors Certification Clause.
Opportunity text
The on-site counselor will work in conjunction with the CD and center staff in developing the overall design of Placer Center's On-Site Counseling Program. It is expected that the counselor will address Corpsmember problems on three levels: crisis intervention, case management, and education. Due to the limited amount of counseling hours available, it would be impractical to use a counselor's time to provide Corpsmembers with lengthy and intensive therapy. Therefore, the approach needs to be one of short-term crisis counseling, education and linking Corpsmembers with community resources for longer term care, and education/support activities, with the Contractor monitoring progress. Contractor shall be expected to provide program data to the CCC on a monthly basis, using the CCC Counseling Program Individual Contact Report (CCC 131A) and the CCC Counseling Program Group Contact Report (CCC 131B).
