About this opportunity

The California Conservation Corps (CCC) is seeking an on-site counseling services contractor for its Los Pinos Center in Lake Elsinore, California. The procurement is an Invitation for Bid (IFB) for professional counseling services targeting Corpsmembers aged 18-25. The contractor will provide approximately 4-6 hours of weekly professional counseling, with a service breakdown of 75% individual counseling (addressing issues like anger management, stress reduction, depression, substance abuse, and cultural diversity), 15% group counseling, 5% staff consultation and training, and 5% report writing and statistics. Qualified bidders must be licensed clinical social workers, licensed clinical psychologists, marriage and family therapists, or licensed clinical psychiatrists, with required documentation submitted in the bid packet. The bid submission deadline is January 26, 2026 at 4:00 PM, with a bid opening occurring at the same time. Questions from potential bidders must be submitted by January 12, 2026 at 4:00 PM. The contract term will begin upon approval and extend through June 30, 2026, with evaluation likely based on the lowest regular counseling rate per hour and compliance with all required attachments and certifications.

The procurement offers preferences for California-certified small businesses and Disabled Veteran Business Enterprises (DVBE), including a 5% small business preference and DVBE incentives ranging from 1% to 5% based on confirmed participation levels. Contractors may utilize a Marriage and Family Therapist Intern, provided the licensed counselor performs at least 30% of services and intern services are billed at no more than 75% of the contractor's hourly rate. The estimated contract value is $16,500.00, with monthly payments made in arrears upon submission of itemized invoices. Contractors must maintain professional liability insurance with limits of at least $1,000,000 per occurrence and comply with state and federal laws, including non-discrimination requirements and client record confidentiality protections. The State reserves the right to reject any or all bids and may award to the lowest responsive responsible bidder after applying applicable preferences and incentives. Bidders must submit ten required attachments, including a bid submission checklist, bidder declaration, payee data record, contractor certification clauses, and various certifications related to civil rights, labor codes, and workplace standards.
