About this opportunity
The California Conservation Corps (CCC) is seeking on-site counseling services for its Los Padres Center located in San Luis Obispo, California, through a competitive bid process for Contract #C5603-122276. The procurement requires a licensed mental health professional (Clinical Social Worker, clinical psychologist, marriage family and child therapist, or clinical psychiatrist) to provide comprehensive counseling services for Corpsmembers aged 18-25. Service delivery is expected to total 4-6 hours per week, with a breakdown of approximately 75% individual counseling, 15% group counseling, 5% staff consultation and training, and 5% report writing and statistics. The bid submission is due on November 5, 2025, at 4:00 PM via email, with an anticipated award date of November 12, 2025, and a contract term running through June 30, 2026. Evaluation criteria will primarily focus on the lowest regular counseling rate per hour, with the contractor required to submit a comprehensive bid package including ten specific attachments such as bid submission checklist, payee data record, insurance proof, and cost sheets. Interns may provide up to 70% of services at no more than 75% of the contractor's hourly rate, provided they are appropriately supervised.
The contract does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The estimated contract value is $29,300.00, with separate hourly rates established for regular and emergency counseling services. Contractors must maintain comprehensive insurance coverage, including Commercial General Liability ($1,000,000), Automobile Liability ($1,000,000), Workers' Compensation ($1,000,000), and Professional Liability ($1,000,000), with the State of California named as an additional insured. The contract covers services across San Luis Obispo County and San Francisco City jurisdictions, focusing on the CCC's mission of youth development and conservation. Invoicing will be conducted monthly in arrears, with required documentation including specific contact report forms (CCC 131A and CCC 131B). Contractors must comply with various state regulations, including prevailing wage requirements, drug-free workplace policies, conflict of interest provisions, and labor code requirements. The procurement is part of a broader Corpsmember development program that includes work learn, literacy, career development, conservation awareness, community activism, and basic education components.
