About this opportunity

The California Conservation Corps (CCC) is seeking a licensed clinical professional to provide on-site counseling services at their Camarillo Center, located at 3200 Wright Rd, Camarillo, CA 93010. The contract (Contract #C5814-119155) requires a qualified provider to deliver comprehensive counseling services for Corpsmembers aged 18-25, with a service breakdown of approximately 75% individual counseling, 15% group counseling, 5% staff consultation, and 5% report writing and statistics. Eligible providers must be a Current Licensed Clinical Social Worker, licensed clinical psychologist, marriage family and child therapist, or licensed clinical psychiatrist. The contractor will be expected to provide 4-6 hours of professional services per week, complete monthly program data reports using specific CCC Counseling Program contact reports, and accommodate bilingual service needs. The bid is due on August 11, 2025, at 4:00 PM, with an anticipated award date of August 18, 2025, and a contract term running from approval through June 30, 2026. Evaluation criteria will primarily focus on the lowest regular counseling hourly rate, with bidders required to quote rates for both regular and emergency counseling services.

The CCC is committed to providing contracting opportunities to California Certified Small Businesses and Disabled Veteran Business Enterprises (DVBE), potentially offering preferential consideration to these types of organizations. Bidders must submit a comprehensive set of attachments, including a bid form, cost sheet, insurance proof, civil rights compliance documentation, and a non-collusion affidavit. Contractors are required to provide proof of general liability, commercial automobile insurance, and worker's compensation. Additional compliance requirements include adherence to California civil rights laws, the Darfur Contracting Act, and various state contractual provisions such as drug-free workplace policies and conflict of interest disclosures. Prevailing wage rates will be applied according to the February 2023 Department of Industrial Relations published rates, and contractors must be registered with the public works division. The estimated contract value is $11,900.00, with the successful bidder expected to integrate seamlessly with existing CCC counseling program infrastructure and support the organization's mission of employment and development of young people.
