About this opportunity
The Commonwealth of Kentucky Department of Corrections is soliciting bids for cattle feed supplies to support KCI Farms operations across two correctional facilities. This Request for Bid (RFB 758 2600000595) seeks approximately 65 tons annually of 14% crude protein pelleted feed designed as a pasture extender to supplement cattle on pasture or hay, with delivery to Roederer Complex in La Grange, Kentucky (50 tons estimated annually) and Northpoint Training Center in Danville, Kentucky (15 tons estimated annually). All pricing must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis and must include all shipping and delivery charges to both specified locations. The solicitation was posted on May 14, 2026, with a bid closing date of June 1, 2026, at 1:30 PM ET, and written vendor questions are due by May 21, 2026, at 10:00 AM ET. Contract award will be made on a best value basis allocating 90 points to price and 10 points to delivery time in working days, with the lowest bidder receiving maximum points in each category. The initial contract period is one year from the date of award, with four optional two-year renewal periods available at the Commonwealth's discretion. Prior to award, vendors must submit a Certificate of Insurance with Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, proof of Kentucky tax registration, and foreign entity certification if applicable. All bids must be submitted electronically through the Commonwealth's eProcurement system, and vendors must be pre-registered in the Vendor Self Service System.
Kentucky resident bidder status is available and provides reciprocal preference to qualifying entities as defined by KRS 45A.490-494, requiring attestation that the entity is authorized to transact business in Kentucky, has filed Kentucky corporate income taxes for one year prior to contract advertisement, made payments to the Kentucky unemployment insurance fund, and maintained a Kentucky workers' compensation policy. Qualified bidder status, including Kentucky Correctional Industries, receives preference equal to twenty percent of maximum points under 200 KAR 5:410(3). All bidders claiming resident or qualified bidder status must submit notarized affidavits attesting to their eligibility, along with any supporting documentation upon request. Additionally, all bidders must submit a notarized affidavit confirming compliance with Kentucky campaign finance laws and that contract award will not violate such provisions. Pricing must remain firm for the initial twelve-month contract period, after which price increases may be requested only with documented justification of industry-wide changes. No specific incumbent vendor, current contractor, or budget range is identified in the solicitation documents, and estimated quantities are provided as reference only and do not guarantee purchase volumes; the Commonwealth will purchase only quantities needed during the contract term.
