About this opportunity

The City of Granbury is requesting proposals for the purchase and delivery of cationic water-soluble polymer in emulsion for wastewater treatment operations, with proposals due September 2, 2026 at 2:00 p.m. through the City's OpenGov Procurement system.

The polymer will support treatment processes at two City facilities: the South Wastewater Treatment Plant (1800 Waters Edge Drive) and the East Wastewater Treatment Plant (3121 Old Granbury Road). Anticipated annual usage is approximately 20 totes (16 totes at South, 4 totes at East), though actual quantities may vary based on operational requirements. The polymer must perform sludge conditioning, flocculation, solids capture, and dewatering. Proposers must submit firm unit pricing per gallon that includes all costs for furnishing, transportation, delivery, fuel surcharges, handling, and unloading. The successful vendor must provide technical support throughout the contract term, current Safety Data Sheets and Certificates of Analysis, and maintain consistency with the tested product formulation. Any proposed changes to formulation or manufacturing require City approval in advance.

The initial contract term is two years following the City's fiscal year (October 1 through September 30), with options for the City to renew for up to three additional one-year terms by mutual agreement.

Evaluation is weighted as follows: cost accounts for 50 points (50%), with the lowest responsive proposal receiving full points; product quality and specification compliance, 20 points (20%); proposal responsiveness and customer service, 10 points (10%); references and past experience (minimum three required), 10 points (10%); and delivery capabilities and reliability, 10 points (10%). Proposers must provide sufficient product samples at no cost to the City for testing at both facilities. Questions were due August 24, 2026. Sample collection occurred August 18, 2026, and trail testing occurred August 24, 2026. The RFP was released August 8, 2026. Addendum 1 (Revision) is attached.
