About this opportunity
The City of Waco, Texas is requesting bids for cationic dewatering polymer supply to the Bull Hide Wastewater Treatment Plant under RFB 2026-044, with sealed bids due August 21, 2026 at 11:00 a.m. Central Time and bid opening scheduled for 11:01 a.m. via Zoom.
The scope is the furnishing of liquid cationic dewatering polymer in 275-gallon intermediate bulk containers, with an estimated annual quantity of approximately 1,500 gallons. The awardee must provide all product, delivery units, transportation, delivery labor, unloading equipment, liftgate service when requested, documentation, and technical assistance necessary to complete each delivery and container exchange. Pricing must be submitted on a per-delivered-gallon basis F.O.B. destination in Waco, Texas, exclusive of federal excise tax and Texas sales tax. Bidders may offer early payment discounts within their pricing submissions.
The City will award the contract to the lowest responsible bidder based on base bid pricing, considering bidder reputation, quality of goods, compliance with specifications, and delivery requirements. If the contract exceeds $100,000, the award requires approval by Waco City Council; otherwise, the City Manager or other designated officials may execute it. Contract awards exceeding $99,999.99 trigger Texas Secretary of State registration requirements.
Questions are due August 12, 2026 at 1:00 p.m. Central Time. The City anticipates final selection and award notification by September 20, 2026. Bidders must submit proof of insurance prior to contract execution, complete all required City forms including conflict of interest questionnaires and Texas Government Code verifications, and certify that quoted items comply exactly with specifications unless exceptions are clearly identified and attached. Submissions are made through the City's e-Procurement platform (waco-texas.bonfirehub.com/login), though paper submissions to the Purchasing Services Office are also accepted.
