About this opportunity

The Wyoming Department of Administration and Information, General Services Division, is requesting proposals for comprehensive catering services at Whiskey Mountain Conservation Camp near Dubois on behalf of the Wyoming Game and Fish Department, with proposals due November 9, 2026, at 2:00 p.m. Mountain Time through the Public Purchase online bidding system. Questions are due October 22, 2026, at 2:00 p.m. Mountain Time.

The scope covers nutritious, high-caloric meals — breakfast, lunch, dinner, and sack lunches — throughout the summer season for conservation education events including Becoming an Outdoors Woman's camp, youth camps, educator camps, family camps, and internal and external department meetings. Meals must be well-balanced with high protein content, grains, fruits, vegetables, dairy, and desserts in quantities sufficient for active participants. The caterer receives written notice of meal needs at least 30 days in advance, with final confirmation approximately three days before each event. Typical meal times are breakfast 7–8 a.m., lunch 12–1 p.m., and dinner 6–7 p.m. The caterer is responsible for kitchen setup, cleanup, dishwashing, facility sanitation in compliance with Wyoming Food Safety Rules, and dining-area maintenance.

Compensation is per-person daily rates for breakfast, lunch, and dinner, with separate cost breakdowns required for each meal type. If cancellations occur with less than 30 days' notice, the caterer receives a refund of 50 percent of anticipated costs. The contract term is one year, renewable annually for a total period not to exceed three years, with work beginning in December 2026. The tentative award date is November 2026.

Evaluation is on 100 points: 35 for proposer background and experience (including three project references from the last three years), 35 for the project work plan demonstrating understanding of scope and staffing, and 30 for cost analysis. Bonus points address proximity to WMCC, facility familiarity, previous catering experience at WMCC, ability to staff multiple concurrent events, accommodation of last-minute requests, and proposed menu descriptions. The successful proposer must obtain a Wyoming certificate of good standing and maintain current annual filings before contract execution.
