About this opportunity

The Michigan Department of Transportation, Grand Rapids Transportation Service Center, is requesting proposals for catch basin and drainage structure cleaning services on state trunkline roads in Allegan and Barry Counties under RFP 26-2504, with proposals due September 2, 2026 at 3:00 p.m. Eastern and a bidder question deadline of August 24, 2026 at 3:00 p.m. Eastern.

The scope includes routine cleaning of drainage structures and catch basins containing two or more inches of material, lead cleaning operations on pipes ranging 12 to 36 inches and greater than 36 inches, and 24/7 emergency response services. Routine cleaning occurs between April 15 and November 15 annually as directed by the MDOT Program Manager on a corridor basis across multiple state routes (US-31, M-40, M-89, I-196, US-131, M-179, M-222 in Allegan County; M-37, M-43, M-50, M-66, M-79 in Barry County). Work must comply with MDOT mobile attenuator standards requiring NCHRP 350 Test Level 2 or Test Level 3 certification (or equivalent MASH standards), with TL-3 required for all freeways and roadways with posted speeds of 45 mph or greater. The contractor must provide a minimum of two Jet-Vac trucks with 2,500 to 3,500 CFM capacity and 60 gallons per minute water pumping capacity, quality GPS equipment, and weekly inspection reports using ArcGIS Online or Field Maps.

Pricing is based on unit price per drainage structure for routine cleaning (Group A: 2,054 catch basins; Group B: 18 catch basins at maintenance garage locations), hourly rates for emergency callout services beginning upon arrival, and per-foot rates for leads cleaning. The contract term is three years with two optional two-year renewal periods at the sole discretion of the State. Anticipated contract start date is October 5, 2026. Award will be based on best value considering price, prior performance, Michigan economic impact, and total-cost-of-ownership factors. Contracts equaling $250,000 or greater require State Administrative Board approval. Proposals must include a Confidential Treatment Form, Vendor Questions Worksheet, Schedule A (Statement of Work), Schedule B (Pricing), and Schedule C (Equipment List).
