About this opportunity
The Maryland Department of Transportation (MDOT) Secretary's Office is requesting proposals for Catalogic DPX Maintenance & Support renewal services under PORFP J01P4600097, with proposals due August 13, 2026. Addendum #1, issued August 3, 2026, removed the prior Small Business Reserve and Certified Small Business set-aside, opening the solicitation to all qualified vendors.
The scope covers manufacturer's software maintenance services for Catalogic DPX systems across the MDOT enterprise for a six-month term. Bidders must be Master Contractors holding existing awards under the Commercial Off-the-Shelf Software (COTS 2012) Master Contract (060B2490021); a Letter of Authorization may accompany proposals. The place of performance is MDOT/OTTS at 7201 Corporate Center Drive, Hanover, Maryland 21076.
Bidders must submit screenshots of the Manufacturer's Suggested Retail Price (MSRP), all licensing agreements, End User License Agreements (EULAs), Enterprise License Agreements, and Acceptable Use Policies. Pricing must remain valid for at least 120 days after the proposal due date, and Master Contractors must provide estimated ship dates and lead times. The agency reserves the right to purchase more or less than specified quantities based on available funding.
The award will be made to the responsive and responsible vendor offering the most advantageous price and adherence to specifications. Questions were due July 15, 2026, at 5:00 PM EDT. Invoices should be directed to tsoapinvoices@mdot.maryland.gov and must comply with Maryland regulations. Bidders are required to submit a Bid/Proposal Affidavit certifying compliance with Maryland nondiscrimination, minority business enterprise, and veteran-owned small business enterprise regulations, along with various conflict-of-interest and debarment certifications. A Data Usage Agreement template is provided for processors handling personally identifiable information in connection with contract performance.
