About this opportunity

The Missouri Department of Conservation is requesting sealed bids for timber stand improvement services at Castor River Conservation Area Tract 315, a 44-acre conservation area in Missouri, with bids due September 30, 2026, at 2:00 PM Central Time. Suppliers must demonstrate participation with an Organization for the Blind or Sheltered Workshop equal to the greater of $5,000 or 2 percent of total contract value to qualify for bonus evaluation points ranging from five to fifteen points.

The scope encompasses removal of elm, maple, poor-form hickory and oak, and beech to release American ginseng regeneration in the understory. Tree removal must follow NRCS specifications for a "medium" rate of removal as directed by the Department's area forester. Work is restricted during firearms deer season and spring turkey season, with vehicle and equipment access limited to daylight hours only. The contract period runs from October 15, 2026, through October 14, 2027, with all work to be completed by May 1, 2027. The Department reserves the right to add, remove, or adjust work areas and priorities throughout the contract period.

Pricing is based on firm, fixed unit prices per acre, with all costs for labor, equipment, materials, tools, supplies, and supervision included in the quoted price. Payment is due within 30 calendar days of invoice submission and acceptance of work by the Area Manager. Suppliers must comply with Missouri state business requirements including tax compliance certification, Secretary of State registration, E-Verify work authorization documentation, and conflict of interest certifications prior to award. Sealed bids must be submitted electronically via MissouriBUYS, powered by MOVERS, or by hard copy mail. A tour of the project area is available upon request by contacting Jonathan Notch at Jonathan.Notch@mdc.mo.gov or (573) 238-2321. The Department may terminate the contract for convenience with 30 days' notice or for breach with opportunity to cure within 10 business days.
