About this opportunity
Palm Beach County Board of County Commissioners is soliciting bids through an Invitation for Bid (IFB) for the purchase and delivery of pre-membrane cartridge filters under a term contract. The procurement covers three specific filter items: 1-Micron Cartridge Filter 40" (estimated 12-month quantity of 1,000 units), 5-Micron Cartridge Filter 40" (estimated quantity of 10,000 units), and 5-Micron Cartridge Filter 39" (estimated quantity of 10,000 units). All filters must be either Parker Hannifin or MGS brand products currently approved by Palm Beach County Water Utilities Department in accordance with Engineering and Construction Standards WT 4. Delivery is required within ten calendar days of receipt of a term contract delivery order, and suppliers must be capable of delivering to three water treatment plants: Water Treatment Plant #3 in Delray Beach, Water Treatment Plant #9 in Boca Raton, and Water Treatment Plant #11 in Belle Glade. All unit prices must be fixed and remain firm for the initial contract term and any renewal periods, presented to two decimal points, and must include all supervision, labor, equipment, materials, transportation, and other facilities necessary for complete performance. Bid responses must be submitted to the Palm Beach County Purchasing Department, 50 South Military Trail, Suite 110, West Palm Beach, Florida 33415-3199, by October 14, 2021, at 4:00 p.m. The contract will be awarded on an all-or-none, total offer basis to the lowest responsive, responsible bidder for an initial twelve-month term or until the estimated amount is expended, with the option to renew for four additional twelve-month periods.
The award is subject to Small/Minority/Women-Owned Business Enterprise (S/M/WBE) provisions, and bidders with a permanent place of business in Palm Beach County or the Glades may receive a five percent local preference. All bidders must register as vendors in the County's Vendor Self Service system and ensure all subcontractors are similarly registered before contract award. Standard compliance requirements include criminal history records checks for facility access, E-Verify employment eligibility verification, compliance with nondiscrimination policies, and maintenance of public records per Florida Statute Chapter 119. Bidders must submit the Drug-Free Workplace Certification form and complete all required EBO Schedule forms (Schedules 1 through 4) if subcontractors or S/M/WBE participation is proposed. Payment will be rendered upon the County's satisfaction and acceptance of delivered items. No specific budget range or incumbent vendor information is provided in the solicitation documents.
