About this opportunity

The City of Greenwood Village, Colorado, Department of Parks, Trails, and Recreation is requesting bids for the Carson Park Improvements – Phase 2 project, a construction scope including concrete sidewalks, an outdoor amphitheater, electrical and lighting improvements, and landscaping, with bids due October 1, 2026 at 1:00 p.m. MST via BidNet Direct. The contractor must employ at least 80% Colorado labor across all labor classifications—a binding state-labor requirement that filters eligibility.

The project scope spans 43 bid line items including mobilization, site preparation, earthwork, concrete finishes, landscaping materials (trees and plants), entry columns, a stage pavilion, and electrical and lighting systems. Bidders must provide project team qualifications and availability, a subcontractor list with demonstrated expertise in lighting, metal column fabrication, and cross-laminated timber work, and three project references from the past five years showing similar scope. A pre-bid conference is not required; however, site inspection is encouraged.

The contract award goes to the lowest responsible and responsive bidder, with evaluation considering quality, past experience, qualifications, services offered, and maintenance beyond price alone. Substantial Completion must occur within 180 calendar days of Notice to Proceed, with Final Completion within an additional 10 days. Liquidated damages of $1,400 per calendar day apply for delays beyond Final Completion for contracts under $1,000,000.

Bidders must submit a bid bond, certified check, or cashier's check equal to 5% of the total bid amount. The contractor shall maintain Worker's Compensation, Comprehensive General Liability ($1,000,000 per occurrence / $2,000,000 aggregate minimum), Comprehensive Automobile Liability ($1,000,000 per occurrence minimum), and Builder's Risk insurance. Performance and Payment Bonds equal to the full contract price are required, remaining in effect for two years after Final Completion. Progress payments equal 95% of completed work with retainage held until project completion. No state or local sales taxes are included in the bid price.
