About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Veterans Affairs, issued Request for Bid (RFB) 758 2600000577 for the procurement of two Carryall 1700 Gasoline vehicles specifically built for cemetery casket moving operations. This is a one-time purchase contract with two line items requiring delivery to separate locations: one vehicle to the Kentucky Veterans Cemetery - Central at 2501 North Dixie Boulevard in Radcliff, Kentucky, and one vehicle to 100 Veterans Memorial Drive in Grayson, Kentucky. Each vehicle must be equipped with a 20.1 HP Kawasaki engine, 4-wheel drive capability, 25-inch turf-safe tires, electric bed lift, Curtis hard cab kit, factory-installed cab heater kit, beacon strobe light, and a casket bed kit with rollers and customized casket van box. All equipment must be new and current model year in first-class condition, with bidders permitted to propose approved equal alternatives. Bidders must submit sealed bids electronically through the Kentucky eProcurement system and must be registered in the Commonwealth's Vendor Self Service system prior to submission. The RFB was posted on May 4, 2026, with written questions due by May 11, 2026, at 10:00 AM ET, and the bid closing date set for May 22, 2026, at 1:30 PM ET, with bid readings to be held via conference line at 3:30 PM ET on the same day. Award will be made on a best value basis using a ranking approach with evaluation criteria weighted at 90 points for price and 10 points for delivery time, with the lowest price bidder receiving maximum points and subsequent bidders scored proportionally. Delivery time must be stated in specific working days, with vague delivery terms rendered non-responsive, and one percent per day will be deducted from invoices for late delivery. All pricing must be quoted as F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise tax and Kentucky sales or use tax, and must remain firm for a minimum of sixty calendar days following the bid due date.
Kentucky resident bidders receive reciprocal preference equal to the preference given by nonresident bidders' home states, and qualified bidders receive additional preferences, including 20 percent preference for Kentucky Correctional Industries and 15 percent preference for nonprofits serving individuals with severe disabilities, as well as Kentucky Industries for the Blind. All bidders must bid all line items to be considered responsive, and the Commonwealth reserves the right to cancel the RFB if all responses exceed available funding. Prior to award, vendors must submit tax registration forms, certificates of authority if applicable, required affidavits, and proof of insurance coverage including Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, as well as Automobile Liability Insurance of $1,000,000 combined single limit for delivery operations. No incumbent vendor information or specific budget range is disclosed in the solicitation documents. Billing for the purchase will be directed to the KY Veterans Affairs - Commissioner's Office at 1111B Louisville Road in Frankfort, Kentucky, and shipping costs must be included in all bid offers. Contact for additional information is Stephanie Durr at 502-564-6521.
