About this opportunity

The Florida Fish and Wildlife Conservation Commission (FWC) is seeking competitive bids for a specific Carolina Skiff boat and trailer to be used in the Florida Keys Wildlife and Environmental Area. The procurement is an Invitation to Bid (ITB FY-24/25-53) for a new 2024 or newer 21 LS Carolina Skiff with precise specifications, including a Yamaha YVF150XB V MAX SHO 2.8L 150hp motor in black, power grip stainless steering wheel, ultra leaning post with French Vanilla powder-coated frame, bimini top, and SeaStar hydraulic steering with tilt helm. The accompanying trailer must be aluminum with tandem axle, tongue jack, disc brakes, spare wheel carrier, and spare wheel. Sealed bids are due by January 28, 2025, at 3:00 PM ET, with a public bid opening immediately following. Potential bidders must submit three references for similar projects and cannot offer demo boats; the motor must be new with no more than 0.5 hours of use. The award will be made to the responsive, responsible bidder submitting the lowest total price, with delivery required by June 13, 2025, to Tavernier, Florida, including dealer preparation, registration, and all associated fees and taxes.

The FWC encourages participation by minority, women, and service-disabled veteran business enterprises certified by the State of Florida Office of Supplier Diversity. Bidders must be registered in both the MyFloridaMarketPlace (MFMP) and Sunbiz systems prior to bid opening. While no specific budget range is disclosed in the documents, the procurement requires full compliance with detailed specifications and no substitutions or alternative boat makes will be considered. The contract will be effective for one year upon issuance of the Purchase Order, with a potential public bid opening available both in-person at 1875 Orange Ave E, Tallahassee, FL, and via teleconference. The anticipated date of intended award is February 4, 2025. Interested vendors must carefully review all bid documents, including Addendum 1 and Addendum 2, which provide additional clarification on bid requirements and the bidding process. All bid submissions must be clearly marked with the bid number and delivered to the FWC Purchasing Office.
