The City of Norwalk, California is requesting bids for the Carmenita Road Rehabilitation Project (City Project No. 7184, Federal-Aid Project No. STPL-5347(050)) via IFB, with bids due July 20, 2026 at 11:00 a.m. through the City's PlanetBids online portal. The project is partially funded by the Federal Highway Administration and carries mandatory compliance with Build America, Buy America (BABA) provisions, prevailing wage determinations, and a disadvantaged business enterprise (DBE) participation goal.
The scope includes asphalt pavement rehabilitation on Carmenita Road from 550 feet north of Excelsior Drive to Rosecrans Avenue, plus construction of concrete sidewalks, curb and gutter, cross gutters, driveways, curb access ramps, retaining curbs, retaining walls, signing, and striping. The contract documents specify 41 line items with unit pricing. Actual quantities may vary at the discretion of the City Engineer, up to a 25% increase or decrease without adjustment to unit prices; changes exceeding 25% require change order negotiation.
The estimated project cost is approximately $2.7 million. The completion deadline is 100 working days from the Notice to Proceed, with liquidated damages of $3,000 per calendar day for delays. Bidders must hold a valid Class A Contractor's license and possess current DIR registration at time of bid submission or contract award. Bid security of at least 10% of the total bid amount is required as a cashier's check, certified check, or bid bond. Upon award, the contractor must provide performance and payment bonds equal to the contract price and comprehensive insurance within 15 days. A mandatory pre-construction meeting is required. Five percent retention is withheld from progress payments; contractors may substitute securities in lieu of retention under Public Contract Code Section 22300. The City reserves the right to reject any or all bids.
