About this opportunity
Palm Beach County is procuring a qualified concessionaire to operate a full-service food and beverage concession at Carlin Park, located at 601 South SR A1A in Jupiter, Florida. The concession will occupy approximately 1,300 square feet on the first floor of a two-story building and must provide food items, non-alcoholic beverages, sundry items, and potentially beer and wine upon successful licensing, with optional bicycle rental services. The successful concessionaire must operate a minimum of six hours daily, seven days per week during daylight hours, or provide an alternative schedule delivering at least 2,100 hours annually with departmental approval. Key qualifications include demonstrated financial stability through balance sheets, tax returns, CPA statements, or bank references; acceptance of the property "as is" with the concessionaire providing all necessary equipment; and compliance with all local, state, and federal regulations, including background checks for employees per Florida Statute 435.03. The concessionaire must obtain all required permits and licenses and maintain comprehensive insurance coverage including general liability ($1,000,000 per occurrence/$2,000,000 aggregate), workers' compensation, and liquor liability ($1,000,000) if serving alcohol. Evaluation criteria are weighted as follows: operational/business plan (28 points), experience/qualifications (20 points), revenue proposal (22 points), financial ability (10 points), local business status (5 points), and small/minority/women-owned business enterprise participation (15 points). The mandatory pre-proposal conference and site visit were held on February 9, 2022, at 2:00 P.M., with proposals originally due February 18, 2022, but extended to March 11, 2022, at 2:00 P.M. for submission to the Reception Desk at 2633 Vista Parkway, West Palm Beach, Florida.
The initial contract term ranges from three to ten years based on capital investment levels, with three-year terms for investments up to $499,999, five-year terms for investments between $500,000 and $1,000,000, and ten-year terms for investments exceeding $1,000,001, with extension options available matching the initial term structure. While no specific set-asides are mandated, proposals incorporating small/minority/women-owned business enterprise participation are eligible for up to 15 evaluation points. The current operator, Hawkhaven LLC dba Lazy Loggerhead Cafe, is available for contact at 561-743-1134 regarding existing equipment and fixtures. The financial structure requires a minimum guaranteed annual rent of $78,000 ($6,500 monthly) plus a minimum 8 percent percentage rent calculated on gross revenues, with respondents permitted to propose higher amounts for both guaranteed annual rent and percentage rent; a $2,500 security deposit is also required. Historical annual gross revenues for the concession are $911,776.12 (FY 2019), $729,982.93 (FY 2020), and $1,008,113.75 (FY 2021), providing context for revenue projections. The agreement is contingent on annual budgetary funding by the Palm Beach County Board of County Commissioners, which reserves the right to cancel the concession upon ninety days' notice after the initial term.
