About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for one 16-foot enclosed cargo trailer on behalf of the Maine Department of Transportation under RFQ 17D 210106-135, with quotations due January 20, 2021 at 4:00 p.m. Eastern Standard Time.
The trailer must meet detailed specifications including a minimum payload capacity of 4,725 lbs, overall dimensions of approximately 19 feet 8 inches long by 102 inches wide by 80 inches high, two rear doors with a minimum opening of 72 inches wide by 75 inches high, a personnel door on the curb side front corner, electric brakes with breakaway system, radial tires (minimum ST205/75R15), and LED lighting with specified safety features. The trailer will be used to transport material and equipment on the MaineDOT highway system, with deliveries to Augusta, Maine.
The State expects to purchase four units during the first year of the Master Agreement. The contract term runs from December 28, 2020, through December 31, 2021, with three optional one-year renewal periods extending through December 31, 2024, available at the Division's discretion. Pricing must include all labor, materials, tools, equipment, and delivery costs under FOB Destination terms; the State is exempt from Federal, State, and local taxes on articles not for resale. Liquidated damages of $100 per unit per calendar day apply for delivery delays beyond agreed dates.
Evaluation uses a best value basis considering conformity to specifications, delivery timeline, lifecycle operating and maintenance costs, warranty data, parts availability, and local service facility access. Award is made to the lowest responsible bidder meeting specifications. Bidders must submit itemized quotes on company letterhead, product data sheets, warranty information, specification compliance certifications, noncollusion certifications, and evidence of service facilities in Maine staffed with trained technicians and stocked with repair parts. Questions were due 48 hours prior to the closure date through the State's AdvantageME/Vendor Self Service system.
