About this opportunity

The State of Maine Division of Purchases is soliciting bids for Capitol Police uniform trousers, with bids due April 2, 2014 at 2:00 p.m. local time.

The scope is Flying Cross Style #39410 uniform pants with a 1½-inch black stripe in dark navy, available in men's sizes 28–50 and women's sizes 4–24. The initial anticipated order is approximately four pairs, though actual quantities will vary over the contract term. All garments must be inspected for quality before shipment, with the contractor responsible for repairs or replacements of defective items. Delivery is required within 10 working days of receiving an order, FOB destination with all transportation charges prepaid by the contractor.

The contract term is one year with two optional one-year renewals. Pricing must be quoted net and remain firm throughout the contract period. In-state vendors or those offering commodities produced or manufactured in Maine receive preference in case of tie bids. Bidders must submit a notarized Code of Conduct Affidavit certifying compliance with wage, labor, safety, environmental, and anti-discrimination laws, as well as human and labor rights treaty obligations including prohibitions on forced labor and child labor. Vendors must identify complete physical locations of plants where assembly occurs.

The State accepts Procurement Card payment with no surcharges allowed and is exempt from Federal and Maine state sales and use taxes. Contractors are subject to a Code of Conduct anti-sweatshop fee of 1% of total quarterly purchase value, payable within 30 days of each calendar quarter's end; failure to pay may result in loss of future contracts or immediate termination with 30 days' written notice. Delivery orders of $5,000 or less are emailed directly to the vendor; orders exceeding $5,000 require Division of Purchases approval before distribution.

The State reserves the right to award on an item-by-item basis or as a group, reject any or all quotes, increase or decrease quantities by up to 10%, and procure from alternative sources if the contractor defaults.
