About this opportunity

The County of Orange, California, through its OC Community Resources department, is issuing Invitation for Bid (IFB #012-3045304-ME) for the supply and delivery of beach-quality sand to Capistrano Beach Park to address ongoing coastal erosion affecting the northerly 550 linear feet of the park. The procurement seeks delivery of up to 34,000 tons (20,000 cubic yards) of sand meeting the Capistrano Beach County Park Sand Compatibility and Use Guidelines (SCUG 2020), including specified physical gradation and chemical testing standards. Sand deliveries must occur at a minimum rate of 500 tons per day between 7:00 a.m. and 6:00 p.m., Monday through Friday, excluding weekends and holidays, with anticipated project commencement in early May 2026, contingent upon receipt of all required regulatory permits from the California Coastal Commission, United States Army Corps of Engineers, San Diego Regional Water Quality Control Board, and California State Parks. Bidders must hold a valid California State Contractor's License, obtain a D-U-N-S number and Unique Entity Identifier (UEI) number, and provide proof of physical gradation and chemical testing standards along with a five-pound sand sample submitted to the County Procurement office; failure to submit the sand sample will result in non-responsiveness. The bid submission deadline is April 20, 2026, at 2:00 p.m. via the County's online eProcurement Portal, with clarification requests due by April 13, 2026, at 2:00 p.m., and bid validity extending for 365 days after the solicitation closing date. The award will be made to the lowest responsive, responsible bidder, with pricing submitted on a per-ton basis for beach-quality sand delivery.

A five percent (5%) preference deduction applies to certified County of Orange Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders for evaluation purposes; if an OCLSB or DVBE bidder submits the lowest bid, the contract is awarded at their original bid price with a maximum preference deduction of $100,000. All bids must be submitted electronically through the County's eProcurement Portal, with no alternative submission methods accepted. The contract is structured as a one-year firm fixed-fee agreement with four optional one-year renewal terms subject to mutual written agreement and County Board of Supervisors approval, with compensation to be inclusive of all costs for labor, transportation, overhead, and profit, and payment made in arrears net 30 days after receipt of an acceptable invoice. Bidders must provide evidence of compliance with insurance requirements and other standard County certifications prior to contract award, and successful contractors will be required to obtain and maintain performance and labor and material payment bonds in accordance with County requirements. No specific budget range or award value is disclosed in the solicitation; rather, the total contract amount is to be determined based on competitive bidding results and the volume of sand actually delivered at the established per-ton rate.
