About this opportunity

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is soliciting quotes under RFQ TI-CA-2024-001-1 for modifications to a floating breakwater at Wellesley Island State Park, with a mandatory site visit on November 4, 2026 at 1:00 p.m. ET. The work is public work subject to prevailing wage compliance under New York Labor Law Articles 8 and 9, and contractors must register with the Bureau of Public Work and Prevailing Wage Enforcement before bidding. The RFQ designates no Minority or Women-Owned Business Enterprise goals as applicable.

The scope covers mobilization to the marina, floating and removing two compromised sections of a 12-unit single-tube breakwater (each approximately 32 feet long), reconnecting the remaining units with steel connection pins, and disposing of the removed sections. Original shop drawings are included. The RFQ places the work in Jefferson County, while the posting metadata lists Herkimer County. This is a one-time service requiring completion by April 15, 2027.

Bidders must carry Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, plus Workers' Compensation and Disability Benefits Insurance. For quotes exceeding $15,000, bidders must submit lobbying law, non-collusive bidding, Public Officer's Law, Executive Order No. 16, Finance Law 139-L, and gender-based violence in the workplace certifications.

Pricing requires separate line items for mobilization/demobilization, lifting and floating measured in linear feet, reconnection, and disposal; lump-sum pricing is not acceptable. Responses must remain valid for at least 90 days. Award goes to the responsive, responsible, and qualified bidder offering the lowest price that meets all specifications.

Vendor questions are due November 5, 2026 at 3:00 p.m. ET, and the RFQ closes November 13, 2026 at 3:00 p.m. ET. Responses go to Chad Woods at Chad.Woods@parks.ny.gov.
