About this opportunity

Carroll County, Virginia is requesting sealed bids for furnishing, delivery, and installation of equipment and related improvements for The Cannery Equipment and Learning Initiative at the Carroll County public-use community cannery, with bids due October 16, 2026 at 4:00 p.m. The County reserves the right to award one, multiple, or all of the three project phases based on responsiveness to specifications, budget, schedule, and available funding.

Phase 1 encompasses replacement and installation of essential commercial-grade processing equipment: an automatic pulp and juice extractor with 275-pound-per-hour capacity, a conveyor-type dishwasher with 249-rack-per-hour capacity, and stainless-steel clean dishtables. Phase 2 requires conversion of an existing break room into a dedicated education and training space, including a three-compartment commercial sink, pre-rinse faucet assembly, wall-mounted and dry-storage shelving units, food-preparation tables, ceiling-mounted demonstration mirror, work tables, overshelves, and utility carts. Phase 3 covers purchase and installation of a commercial-grade stainless-steel steam blancher/cooler with four trays and associated controls. All equipment must be new, commercial-grade, and suitable for shared-use food-processing facilities. The contractor is responsible for all labor, materials, permits, connections, startup, testing, and commissioning necessary for complete operational installation and must coordinate scheduling to minimize disruption to Cannery operations.

Bidders must submit firm pricing separately identified by phase and item, including equipment costs, delivery and freight, installation labor and materials, permits and fees, and startup and testing. Required insurance includes workers' compensation, general liability of $1,000,000 each occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 per accident, and umbrella/excess liability of $2,000,000 each occurrence and $2,000,000 aggregate, with the Board of Supervisors and County named as additional insureds. Bidders must also submit a Statement of Qualifications demonstrating relevant experience with commercial food-processing or cannery equipment installation, knowledge of applicable federal, state, and local codes, and references from similar completed projects, along with a Non-Collusion Certification and executed bid authorization. Sealed bids are addressed to Andrew Bowman, Resource Development and Grant Manager, Carroll County Governmental Center, 605-1 Pine Street, Hillsville, Virginia 24343.
