About this opportunity

The City of Boston's Office of Economic Opportunity & Inclusion is soliciting competitive quotes from Certified Public Accountants to provide accounting and financial technical assistance to cannabis business owners in the Boston Cannabis Equity Program under a Written Quote Contract, with quotes due December 1, 2026 at 12:00 PM.

Vendor qualification requires at least three years of experience serving diverse businesses including cannabis enterprises and disadvantaged business enterprises; three comparable project examples demonstrating accounting expertise; two prior municipal or public-sector work samples; demonstrated knowledge of cannabis accounting practices and Internal Revenue Code Section 280E; and at least one active, licensed Massachusetts CPA with a current IRS Preparer Tax Identification Number on the team. Vendors must also demonstrate capacity to manage multiple simultaneous engagements.

The scope encompasses one-on-one technical assistance covering business structuring, financial record-keeping, tax compliance, budgeting, cash flow management, financial projections, and cannabis-specific regulatory guidance; workshops and group sessions on accounting and financial services; participation in technical assistance events; presentations and testimony at hearings; grant application assistance; and development of City-owned guidance materials for program participants. All quoted prices must be inclusive of travel, administrative time, and incidental expenses, with payment made on a project-based deliverable model rather than hourly rates.

The maximum budget is $25,000. The contract term runs from December 21, 2026 through February 28, 2028. Award will be made to the lowest responsible and responsive quote with no guarantee of projects requested. Vendors must acknowledge acceptance of Forms CM-10 and CM-11 terms and conditions and comply with wage, prevailing wage, and heat illness protection ordinances as applicable. An optional virtual Q&A session is scheduled for November 9, 2026. Quotes must be submitted electronically through the City of Boston Supplier Portal.
