About this opportunity
The Maryland Department of Information Technology (DoIT) cancelled solicitation FC0001609 for Eltek DC power plants supporting the FiRST Network project at two sites (Sandy Point and Big Savage) as of March 13, 2026. The cancellation supersedes a prior Purchase Order Request for Proposals (PORFP) issued February 25, 2026 with a March 9, 2026 proposal deadline.
The original PORFP was restricted to current Master Contractors awarded under the Radio Communications 2018 Master Contract (BPO #606B7400088), Functional Area III (Microwave Radio Equipment, Ancillary and Test Equipment and Installation Supplies). This limitation narrowed eligible bidders to a closed pool. The solicitation carried a 0% Minority Business Enterprise goal and was not designated as a Small Business Reserve.
The scope comprised two 500A Trilogy 19" power plants, seven Flatpack 2 HE rectifiers rated at 2000W 48V, blind panels, two Newton equipment racks, breaker components, Transtector surge protection devices, alarm cables, and circuit breaker modules — with batteries to be supplied separately by DoIT. Bidders were required to provide unit pricing, lead times, and freight costs for identical equipment packages at each location, with delivery to 100 Community Place, Crownsville, Maryland 21052.
Master Contractors were required to furnish a Letter of Authorization from the manufacturer or Eltek distributor, screenshots of Manufacturer's Suggested Retail Price (MSRP), and estimated ship dates and lead times. Pricing had to remain valid for 90 days after the proposal due date. Equipment must have been new and unused; restocking fees were prohibited for damaged or incorrectly shipped items. Delivery required a truck with a lift gate. Questions were due March 4, 2026 to Procurement Officer Cherise Edmonds (cherise.edmonds@maryland.gov). Award was to be based on availability and price. Invoices required electronic submission to doitfiscal.invoiceservice@maryland.gov with copy to sean.javins@maryland.gov and compliance with COMAR 21.06.09.01 and .02.
