About this opportunity
Flagler County is seeking a qualified contractor for the Canal Capacity Expansion project (Bid Number 25-015B), which involves comprehensive canal and ditch maintenance within county limits. The primary deliverables include clearing eight distinct canal sections ranging from 0.008 to 4.48 miles, removing floating vegetation, grasses, invasive species, and debris from water surfaces, canal bottoms, canal banks, and ditch banks. Contractors must have a minimum of three years of experience in canal maintenance or excavation and demonstrate expertise in managing complex environmental maintenance projects. The bid is due on December 4, 2024, at 2:00 pm, with bid packages available through Vendorlink, and the contract must be signed no later than December 31, 2024. Evaluation criteria will likely include contractor experience, technical capability, local vendor preference (up to 5%), and overall responsiveness to the project specifications. The contract will be awarded on a unit price per location basis, with the county reserving the right to select the most responsive and responsible bidder.
The procurement appears open to all qualified vendors, with a notable local vendor preference program that may provide up to a 5% advantage for local businesses meeting specific eligibility criteria. On-Point Contracting Company, LLC is currently identified as the intended contract awardee. Bidders must submit comprehensive documentation, including a Drug-Free Workplace Certificate, Sworn Statement on Public Entity Crimes, professional references, and vendor information. While specific budget ranges are not explicitly stated, the contract is subject to fund availability and will be implemented through unit pricing for canal maintenance services. Additional compliance requirements include adherence to Federal Contract Provisions, Davis-Bacon wage determinations, which establish minimum hourly wage rates for various construction job classifications, and compliance with federal regulations regarding equal employment opportunity, labor standards, and procurement practices. Contractors must also follow specific requirements for erosion control, traffic management, and work hours as outlined in the project documentation.
