About this opportunity
California State University, Pomona (CPP) is procuring a fully managed campus shuttle bus program through a competitive Request for Proposal (RFP HM25004) process. The contractor will be responsible for providing all vehicles, operators, supervision, dispatch and communications systems, real-time tracking capabilities, reporting functions, and incident response activities necessary to safely and reliably operate university shuttle routes. Key deliverables and service requirements include vehicle operation across a full schedule of campus routes, maintenance and cleanliness protocols, compliance with all operating requirements, comprehensive reporting and data management, incident response and notification procedures, support for special events and emergency operations, and price adjustment and change control mechanisms. The contractor must meet specified vehicle minimum specifications and manage all aspects of the shuttle program operations. The procurement timeline includes a mandatory Pre-Bid Conference on Thursday, April 9, 2026, at 10:00 AM at the Parking & Transportation Parking Lot (3801 W. Temple Ave., Pomona, CA 91768, Building 109), with bid packages to be distributed on Friday, April 10, 2026. The deadline for submission of Requests for Information is Friday, April 17, 2026, at 5:00 PM, the final addenda will be issued by Thursday, April 23, 2026, at 5:00 PM, and bid proposals are due on Tuesday, May 12, 2026, at 2:00 PM.
The documentation provided does not specify particular set-aside designations, disadvantaged enterprise requirements, or restrictions on respondent types for the campus shuttle bus services procurement. Similarly, no incumbent contractor information, existing technology integration requirements, current infrastructure details, or contract award values or budget ranges are included in the available materials. Interested service providers should complete the Pre-Bid Conference registration and attend the mandatory site visit to obtain complete RFP documentation and clarification on evaluation criteria, contract terms, and service specifications. The attached government file references a separate Energy and Innovation Building project prequalification at California State University, Bakersfield, which appears to be unrelated to the shuttle bus services opportunity and includes a 6% Disadvantaged Veteran Business Enterprise (DVBE) requirement specific to that construction project.
