About this opportunity

The Trustees of the California State University, San Diego State University (SDSU) is soliciting proposals for a comprehensive, independent assessment of campus video security systems across four distinct locations—Main Campus, Mission Valley campus (including Mission Valley River Park), Imperial Valley campus (Brawley and Calexico as separate sites), and Aztec Stadium parking areas—with proposals due July 31, 2026 at 2:00 PM Pacific Time.

The contractor shall conduct daytime and nighttime field validation assessments, perform gap analysis using defined tier classifications (Tier 1: Life Safety/Critical Response; Tier 2: High Use/High Exposure; Tier 3: Perimeter/General Deterrence), evaluate low-light effectiveness, assess integration with related safety systems including access control, emergency call boxes, and dispatch workflows, identify non-centralized video systems, and provide benchmarking comparisons against peer CSU and public universities. Deliverables include an audit report in PDF format, coverage maps with annotations, a structured spreadsheet for tracking recommendations, a phased implementation plan, and a benchmarking summary. The RFP explicitly states this is for audit services only; proposals for additional services, upgrades, or implementations will be evaluated separately as value-added services and will not form the basis for award decision.

The initial contract term is six months, with renewal or extension subject to mutual written agreement and continued funding availability. Evaluation follows a best-value basis: Cost Proposal (30 points), Qualifications & Experience (15 points), Technical Approach (40 points), Audit Report Clarity and Details (15 points), plus up to 5 additional points for DVBE incentives and up to 5 points for Small Business incentives. Pricing must remain firm for not less than 180 calendar days from the proposal submission deadline. Written questions are due July 13, 2026 at 2:00 PM Pacific Time. Interviews and presentations are anticipated with dates to be determined. Notice of Intent to Award and contract award are scheduled for September 2026.
