About this opportunity
The Texas A&M University System, through its Office of Facilities Planning & Construction, is soliciting statements of qualifications from companies with demonstrated knowledge and experience in developing comprehensive Campus Master Plans (CMPs) and/or strategic planning for topics typically included in a CMP. The A&M System intends to establish a master services agreement with multiple qualified firms to provide these planning services as needed for the A&M System and its member universities and agencies. The required services include comprehensive campus planning, utilities planning, mobility and safety planning, and environmental stewardship. Respondents may choose to submit qualifications for one or more of these service areas, with a 40-page limit per area and an additional 5 pages for responses to Section 4.1.3. The RFQ due date is August 22, 2024, and the A&M System will select qualified firms to form a pool from which it may assign individual projects on an as-needed basis.
While there are no stated set-aside or incumbent requirements, respondents must make good faith efforts to subcontract with Historically Underutilized Businesses (HUBs). The initial master agreement term is three years, with options to renew for up to two additional two-year terms. There is no guarantee of work, and pricing and payment terms will be negotiated individually for each assigned project. The A&M System has not provided a specific budget range for this procurement, but it intends to establish master services agreements with multiple qualified companies to meet its campus planning needs.
