About this opportunity
The City of Raleigh Transportation/Transit Division is requesting informal bids for camera installation at the East Raleigh Park and Ride facility at 1426 Wilders Grove Lane, Raleigh, NC, with bids due July 29, 2026, and a question deadline of July 17, 2026. The project is federally funded and subject to Davis-Bacon prevailing wage requirements (minimum $13.30 per hour) and Buy America provisions.
The scope includes installation of nine multi-lensed cameras with 360-degree surveillance capabilities, complete IP camera system cabling, conduit, network integration, programming, and testing. All cameras must meet City of Raleigh Video Surveillance System Specification Standards and integrate with the existing Milestone Video Management System using Milestone XProtect Professional+ software licensing. The contractor must perform all construction-related coordination, including core drilling, patching, painting, roof and wall penetrations, and after-hours work as required. The City provides server hardware (Milestone Video Archiver servers, racks, UPS units, and network switches); the contractor supplies and installs all cameras, cabling, and related equipment.
Contractor qualifications are mandatory: Milestone Advanced Partner certification, minimum five years of IP-based CCTV installation experience, and three references demonstrating similar project complexity. All bidders must be registered with SAM.gov and hold a North Carolina contractor license under General Statute Chapter 87.
The contract term is 365 days from Notice to Proceed for project completion. Construction is anticipated to commence in Fall 2026 with a 300-day schedule, though camera installation will be scheduled separately upon site readiness. A bid bond of 5 percent of the total bid proposal is required, and bids remain valid for 45 days following opening. Pricing must be submitted on the provided Bid Proposal Form with separate line items for Base Bid and Owner's Contingency.
