About this opportunity
Maryland Department of Transportation State Highway Administration is requesting bids on elevator inspection, maintenance, testing, emergency response, and repair services for two facilities in Cambridge, Maryland under IFB, with bids due July 30, 2026 at 2:30 p.m. and questions due July 23, 2026 at 12:00 p.m.
The scope covers two elevators: a Cemco CLP1430 hole-less lift at Sailwinds Visitor Center and a SmartRise ST5822 (4,000 lb capacity) at the SHA Maintenance Office Complex. Services include monthly preventative maintenance at 30-day intervals with full rated speed and load testing, emergency response within four hours of notification, and non-routine repairs. The contract structure includes eight bid lines: two monthly maintenance lines (one per facility), three labor lines for repairs and overtime, one emergency callback fee line, two optional alarm-monitoring lines, and one repair-parts allowance line.
Bidders must have a minimum of five years' experience providing elevator services for commercial or government facilities, employ NEIEP or CET-certified technicians qualified for Cemco and SmartRise systems, hold current Maryland licensure and authorization to perform elevator services, and provide at least one reference. No MBE, DBE, or VSBE subcontracting goals apply.
The contract term is 36 months (base only, no renewals or options) commencing within seven calendar days of engineer notification. Award goes to the responsible bidder submitting the lowest responsive bid based on Total Bid Price alone. Monthly preventative maintenance is paid at fixed unit prices per elevator per month; non-routine repairs are billed at approved hourly rates plus actual materials, invoiced within 30 days. Contractors must maintain commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation of $1,000,000 per occurrence, and automotive insurance meeting Maryland minimums. Travel reimbursement is not authorized. Federal funding does not support this procurement. The procurement officer is Asbury Jones (410-228-4977, ajones@mdot.maryland.gov). Public bid opening occurs at 2954 Old Route 50, Cambridge, Maryland 21613.
