About this opportunity

The Evans City Water and Sewer Authority (ECWSA) is soliciting competitive bids for the Callery Pump Station Relocation Project, a comprehensive infrastructure development initiative. The project involves two distinct contract packages: Contract No. 2025-01 for General Construction and Contract No. 2025-02 for Electrical Construction. Specific project scope includes installing a pre-fabricated duplex pump station with an above-ground valve vault, directionally drilling approximately 600 linear feet of 6" HPDE force main, 800 linear feet of 4" HDPE electrical conduit, and 800 linear feet of 2" HDPE gas service line. Additionally, the project requires installation of approximately 600 linear feet of new 10" gravity sewers via open-cut method, demolition of an existing pump station, abandonment of existing sewers, and connecting the new force main to the existing infrastructure. Bids will be received online through PennBID until September 10, 2025, at 1:30 pm local time, with bidding documents available at https://pennbid.bonfirehub.com/. Prospective bidders are strongly encouraged to register on the designated website to receive updates and official addenda.

The total anticipated project budget is approximately $1.2 million, with an expected project duration of 390 days. While the solicitation does not explicitly mention specific set-aside designations or disadvantaged enterprise requirements, bidders should carefully review all documentation for potential qualifications or restrictions. The project involves significant infrastructure replacement and modernization, suggesting a preference for contractors with demonstrated experience in municipal water and sewer system construction. Interested firms should possess robust capabilities in underground utility installation, pump station construction, and comprehensive municipal infrastructure projects. The two-contract structure allows for specialized contractors to bid on either general or electrical construction components, potentially enabling more targeted and competitive proposals. Bidders should ensure thorough preparation of their submissions, including comprehensive understanding of the technical specifications, site conditions, and precise installation requirements outlined in the project documents.
