About this opportunity

The City of Greenville, North Carolina Community & Development Services Department is issuing a Request for Proposal to identify qualified developers for the creation of affordable rental housing units utilizing HOME funding. The procurement seeks developers capable of constructing affordable housing serving income-qualifying populations within Greenville city limits, with units restricted to families and individuals earning at or below 60% of area median income, adjusted by family size. Proposals must include 16 required checklist items, including development history, financial proformas, preliminary site development with evidence of site control, preliminary facility design, supportive services descriptions, and MWBE recruitment plans. Evaluation will utilize a 100-point internal scoring system assessing seven criteria: development organization experience and key personnel (15 points), financial feasibility and leveraging capability (15 points), preliminary site development with documented site control (15 points), preliminary design of facility and units (15 points), proximity to community features including schools and transit (20 points), inclusion of supportive services (10 points), and project readiness (10 points). Sealed proposals must be delivered by March 4, 2026 at 9:00 AM EST to Renee Skeen, Assistant Director, at 201 West Fifth Street, Greenville, NC 27834, or submitted electronically to rskeen@greenvillenc.gov. The preliminary timeline includes staff recommendations by April 9, 2026, with final City Council award approval anticipated in August 2026, contingent upon successful tax credit award to the applicant and receipt of HUD funds.

The City has established goals for Minority Business Enterprise (MBE) participation at 10% and Women Business Enterprise (WBE) participation at 6%. The contract term extends for 20 years or for the duration that affordability is maintained, with a deferred repayment schedule structured as construction-to-permanent financing. All projects are subject to federal labor standards, including Davis-Bacon prevailing wage requirements and Section 3 compliance. No specific award value or budget range is identified in the procurement documents; however, funding is contingent upon appropriation and allocation by the City's governing body. The City reserves the right to reject any or all proposals submitted, and interested developers should direct questions regarding this proposal to Renee Skeen, Assistant Director of Community & Development Services Department, via email at rskeen@greenvillenc.gov.
