About this opportunity

The California Conservation Corps (CCC) has issued an Invitation for Bid (IFB) for Vision Services for Corpsmembers, seeking a licensed and board-certified optometrist to provide comprehensive eye examinations across six CCC sites in California, including locations in Los Angeles and Monterey Counties. The contract (C5310-120427) requires the contractor to deliver on-site vision services on nine scheduled days, with specific allocations for different centers: one day each at Los Angeles, Monterey, and Norwalk centers, three days at Pomona, two days at Redding, and one day at Salinas. The primary deliverables include comprehensive eye examinations for Corpsmembers aged 18-25, with prescription eyeglasses included for up to 250 patients as determined by a licensed optometrist or ophthalmologist. The contractor will be responsible for purchasing and transporting all necessary supplies, while CCC will assist with scheduling and provide screening spaces. The bid is due on August 25, 2025, at 2:00 PM, with all services to be completed by June 30, 2026, and the evaluation will likely focus on the lowest cost per eye examination.

The procurement includes provisions for Small Business and Disabled Veteran Business Enterprise (DVBE) participation, offering potential incentives for businesses meeting these classifications. Bidders must submit comprehensive documentation, including a Bid Cover Page, Bid Submission Checklist, Payee Data Record, Contractors Certification Clause, and Proof of Insurance with specific coverage limits for Commercial General Liability, Commercial Automobile Insurance, and Worker's Compensation. The contract also includes compliance requirements such as Executive Order N-6-22 regarding Russia sanctions and GenAI disclosure requirements. Additional mandatory submissions include Darfur Contracting Act Certification and California Civil Rights Laws documentation. The estimated contract value is $45,000, with pricing required for eye examinations, prescription eyeglasses, and a total package for up to 250 prescription eyeglasses. Bidders must demonstrate current licensing as a board-certified optometrist and provide all necessary documentation to be considered responsive to the solicitation.
