About this opportunity
The Missouri Department of Natural Resources Environmental Remediation Section is requesting bids for timber stand improvement services at the Calico Creek project (approximately 150 acres across two adjacent properties in Jefferson County) under IFB with bids due September 4, 2026, at 2:00 p.m. Central Time. A non-mandatory site tour occurred on August 25, 2026.
Contractors must hold a Certified Commercial Applicators License and demonstrate a minimum of one year of experience with brush management and timber stand improvement, proficiency in identifying native and non-native woody vegetation species in Missouri's Ozark forests, familiarity with measuring diameter at breast height and estimating basal area, and experience with herbicide applications for timber stand improvement projects. This is a core eligibility filter.
The scope spans tree felling and tree stump herbicide application across the Goedeker property (approximately 90 acres at 8200 Tar Blue Lane, De Soto, Missouri 63020) and the Ladd property (approximately 60 acres at 12840 Nickelson Road, De Soto, Missouri 63020), performed in accordance with respective Forest Management Plans to restore upland forest habitat. Contractors must observe no-cut periods from April 1 through October 31 for suitable bat roost trees greater than 9 inches diameter at breast height, and from October 31 through December 15 per landowner request. All pricing shall be firm and fixed; no additional costs are permitted for taxes, shipping, or other expenses. Monthly progress reports and a comprehensive final report due 45 calendar days after project completion are required.
The contract period extends from award through one year, with the department holding the right to renew for two additional one-year periods at its sole option and may extend as necessary to allow completion of scheduled work beyond initial expiration. The project is funded through natural resource damage assessment and restoration processes under the Natural Resource Damage Assessment and Restoration program for sites within the Southeast Missouri Lead Mining District. Bids must be submitted electronically through MissouriBUYS or by email to amy.lloyd@dnr.mo.gov.
Opportunity text
The Goedeker and Ladd properties are situated at the confluence of Calico Creek and the Big River. They are adjacent properties, with Calico Creek running between them. Both property's forested areas have Ecological Site descriptions that include a mix of Chert Upland Woodland, Chert Exposed Backslope Woodland, and Shallow Dolomite Upland Glade/Woodland. The upland areas were heavily harvested approximately 25-30 years ago and are currently inundated with eastern red cedar and undesirable saplings that require thinning as prescribed in the Forest Management Plans for the respective properties
